Mr Royle drew to the attention of Sir Leslie Monson

a report in the "Daily Telegraph" of 17 March 1972 about

the steady growth of "an anti-British movement among

some young Chinese in Hong Kong". He asked us to

consult the Governor.

2 As a result, Hong Kong have produced the attached

paper entitled "The New Left". Mr Laird has written

to thank them.

The main points of this paper may be summarised

as follows :-

History

Student agitation in the Colony is a relatively

new phenomenon. After the War most young people

were too busy working for a bare living or

studying hard By 1966, there was evidence of

some youthful discontent but this was overtaken

and submerged in the more serious communist-

inspired confrontation of 1967. The current

"new left" movement is seen as starting in 1969
