I wrote to you on 19th May about the JP and General Chamber of Commerce seats on Leg. Co.

I have now had a letter from Williams, the new Chairman of the Chamber, a copy of which I enclose, together with its enclosures.

As you see it is a friendly and relaxed letter, and to it I have sent the attached reply.

Certainly so long as there is any doubt about the tradition of a nomination by the Chamber having originated in the grant of a Royal privilege I will let matters rest, and for this series of appointments to Leg. Co. I will go through the old routine of writing to the Chamber and asking for a nomination. This makes no difference of sub- stance because in any case I had intended to appoint Williams.

Perhaps the enclosures to this letter will give the Research Department a line which they could follow up. The Chamber tell me that they have not got the original letter from the Colonial Secretary in which they allege the grant of the Royal privilege was conveyed to them, and we are all genuinely puzzled that such a privilege should have been granted at all, and, if granted, that it should not have been embodied in the Royal Instructions. But
