1. I understand from Mr Branney that you are kindly looking into the enquiry we have had from Hong Kong about the traditional appointments to the Legislative Council of Representatives of the JP's and the General Chamber of Commerce. Mr Vine (who is referred to in the previous correspondence) took the opportunity of Mr Royle's visit to Hong Kong earlier this week to send him a letter on this subject; and as a result of a minute by Sir Murray MacLehose, the whole correspondence has ended up on my desk. To save time, I am sending you the original of the Governor's minute and of Mr Vine's letter to Mr Royle (I understand that you are planning to look through some old records tomorrow).

2. We shall all be most interested to hear what you manage to find out about this rather peculiar Hong Kong procedure. Thank you for your assistance.
