As you know, I sent a telegram to Hong Kong last week.

2. I do not think it necessary to write to the Governor at this stage about the JPS etc. We shall have to submit to Mr Royle and it may be that there are points which we would like Research Department to look into more closely. I should be grateful if you would consider this.

3. I have redrafted the statement for the Privy Council. It is attached. Please send it to Legal Executive Branch,
