I have the honour to inform you that I have made the following provisional appointments to the Legislative Council:

Mr A. P. Richardson with effect from 17th July 1972
during the absence of Mr. D. R. W. Alexander, CBE
Mr C. J. G. Lowe with effect from 17th July 1972
during the absence of Mr J. Canning.
Unofficial
Mr H. M. G. Forsgate with effect from 12th July 1972
during the absence of Mr P, G. Williams
Mr LI Fook-wo, OBE, with effect from 12th July 1972
during the absence of Mr O. V. CHEUNG, OBE, QC.
Mr Richardson's previous provisional appointment referred to in your despatch HKK 1/11 of 9th May 1969 expired on 20th September 1969 following the return to Hong Kong of Mr R. M. Hetherington, DFC, On this occasion he will act as Director of Urban Services whilst Mr Alexander is on vacation leave.

This will be Mr Lowe's first appointment to the Council. He will act as Director of Education during Mr Canning's absence on leave.

Similarly, it will be Mr Forsgate's first appointment to the Council. He is the General Manager of the Star Ferry Co. Ltd. and of the Hong Kong and Kowloon Wharf and Godown Co. Ltd. and a nominated
official member of the Urban Council.
Mr LI's previous appointment referred to in your despatch HKK 1/7 dated 13th August 1971 expired on 17th September 1971 following the return to Hong Kong of the then Mr Y. K. KAN, CBE.
