Mr Rowe's
Official Member of the Legislative Council; and his replacement
on the Legislative Council by Mr LI Fook-Kow, now Deputy
Secretary for Home Affairs, who will succeed Mr Rowe as
Director of Social Welfare.
5. The Governor proposes to fill the Official vacancy on the
Legislative Council by the appointment of Mr D H Jordan, who
recently replaced Mr Cater as Director of Commerce and Industry;
but to leave Mr Cater on the Council in his new capacity of
Secretary for Information. He proposes to fill the Unofficial
vacancy by the appointment of Mrs Mary WONG Wing-Cheong,
Chairman of the Hong Kong Council of Social Service. Her
appointment is intended to add expertise to the Council's work
in the Social Service field. It will also mean that there will
now be three women members of Legislative Council.
6. All the appointees are known to me. The Governor's
proposals make sense personally and administratively.
7. The Governor has asked for our approval by telegram in
order that the new members may take their seats at the next
sitting of the Legislative Council on 15 November. The Governor
needs a reply before Mr Royle's return, and will in any case be
likely to discuss these matters in Hong Kong with him. The
Legal Advisers have advised that it is not necessary to submit
the proposals to another Minister.

I recommend that we accept the Governor's proposals and
I attach a draft telegram of approval.
