James Lamond has put down an oral question to the Secretary of State for 15 May to ask how many of the members of the Hong Kong Executive Council or Legislative Council are industrial workers.
2. The straightforward reply is "none, sir", but we shall need to supply Notes for Supple- mentaries. The question leaves the field open to Mr Lamond to raise the issues of the future membership of Executive and Legislative Councils, more unofficial representation and possibly the question of "elected" representation. Sir Leslie Monson reported that the Governor is at present considering a despatch to the Secretary of State with his recommendations for appointments to the complete Executive and Legislative Council in June of this year and was considering the possi- bility of appointing another woman member, giving more representation on the welfare side and the possibility of appointing two of the elected members from the Urban Council.

I attach a draft telegram to Hong Kong, asking for guidance on Notes for Supplementaries.
