Mr. Harold Walker asked the Secre- tary of State for the Environment if he will make available to the public the names, office addresses and office tele- phone numbers of the alkali inspectors. in the same way as this information is published about the Factory Inspectorate.

Mr. Peter Walker: Offices of the Fac- tory Inspectorate, together with the areas they cover, are published in local tele- phone directories. Offices of the Alkali Inspectorate also appear in local direc- tories, but not always under the heading Alkali Inspectorate". I am arranging for the heading Clean Air and Alkali Inspectorate, Department of the Environ- ment" to be used generally.

Chester (Bypass)

Mr. Temple asked the Secretary of State for the Environment whether he has completed his studies of his inspec- tor's report regarding the line of the Chester southerly bypass; and whether he will make a statement.

Mr. Graham Page: The report was received from the inspector less than a fortnight ago, and the study of it is pro- ceeding expeditiously.

Lorries (Size)

Sir Gilbert Longden asked the Secre- tary of State for the Environment whether he now proposes to seek powers to pre- vent vehicles over 32 tons in weight from entering the United Kingdom

Mr. Peyton: The necessary powers are available under the Road Traffic (Foreign Vehicles) Act, 1972.

Lorries (Smoke Emission)

Sir Gilbert Longden asked the Secre- tary of State for the Environment whether he now proposes to make regulations requiring all new heavy goods vehicles to conform to the British Standard smoke emission levels.

Mr. Peyton: I have just made such regulations; they will be laid before the House in a few days.

Hong Kong

Mr. James Lamond asked the Secre- tary of State for Foreign and Common- wealth Affairs if it is intended to appoint an ombudsman in Hong Kong.

Mr. Anthony Royle: Persons in Hong Kong with a sense of grievance have a variety of channels of complaint open to them and make good use of them. The Office of the Unofficial Members of the Executive and Legislative Councils has made a good start. I shall be dis- cussing with the Governor whether cxist- ing channels need supplementing during my visit to Hong Kong next month.

Mr. James Lamond asked the Secre- tary of State for Foreign and Common- wealth Affairs if it is intended to encour- age constitutional development of Hong Kong.

Mr. Anthony Royle: Because of Hong Kong's special position, constitutional de- velopment towards self-government is not possible.

Mr. James Lamond asked the Secre- tary of State for Foreign and Common- wealth Affairs if it is intended to in- crease the number of unofficial members of the Hong Kong Legislative Council.

Mr. Anthony Royle: I shall shortly be considering the recommendations of the Government covering appointments from 1st July, 1972, of all substantive mem- bers of the Legislative and Executive Council.
