the Governor of Hong Kong (and, in confidence, with the

University authorities) subject to the Secretary of State's

other commitments.

6. It now seems likely that the SEATO meeting will take place

in July and not in April. If this is the case it will not

be possible for the Secretary of State to combine his visit

to Hong Kong with his attendance at the SEATO meeting.

However, he already has a provisional commitment to visit

Tokyo in April for Anglo Japanese talks and that visit might

be combined with the visit to Hong Kong.
