You asked me to refresh your memory about the possibility of a Minister from another Department going to ilong Kong for this ceremony.

A copy of Mr Stewart's submission to you of 10 May is attached. I myself have spoken to kr Bourdillon on the telephone this afternoon, He thinks that it would not really be appropriate for his Secretary of State to take on this commitment. Department has of course little, if anything, to do with education in the dependent territories. I have also been in touch with ODA. They say that at present there are no plans for Mr Wood to be away from London in April next year. They did however repeat the view put to us by Mr Kisch last April that there might possibly be embarrassment connected with the presence of Mr Wood as Minister for Overseas Development arising from the fact that we do not have an aid programme for Hong Kong. I doubt myself if we need worry too much about this. As you know, we have taken the line that the cost of maintaining British Forces in Hong Kong less any contribution from Hong Kong represents a form of direct assistance.

Sir Murray MacLehose was with me last night when you

I think he telephoned about this and I told him how we stood. would prefer Mr Royle to postpone his visit to April because this would give him (Sir M MacLehose) the extra 2 months in which to make up his mind about a number of matters in which Mr Royle is particularly interested the composition of Executive and Legislative Councils, an Ombudsman, the Colonial Secretaryship and so on. However, I gather that Sir Murray MacLehose has already told Mr Royle that he would be expecting to see him in Hong Kong in February.
