it will be recalled that Mr. Michael Stewart paid a brief visit to Hong Kong en route to Anglo/Japanese talks in the early part of last year.

As regards the Notes for Supplementaries, I have the following comments:

(i) Note 5. Ombudsman. The agreement with the Hong

Kong authorities is to review the situation in 9 months from the date of Mr. Royle's last visit, i.e. about mid 1971. I have checked with the Department that this date was not mentioned at Mr. Royle's Press Conference on departure from Hong Kong and for that reason they have not included it in the Note for Supplementaries.

(ii) Note 12. I have added to the Note a sentence

based on the line which European Integration Department have advised should be taken if there are any enquiries about Press reports of the Six's offer in regard to the UNCTED scheme for Generalised Preferences.
