SURVEILLANCE RADAR FOR KAI TAK AIRPORT
1.
Mr Wilford asks whether we warned Hong Kong that if they bought Selenia Radar they would get no financial assistance from HMG.
2. Hong Kong asked for a grant of 50% (235,200) of the cost of a surveillance radar and an instrument approach system in their Saving Despatch No. 197 of 27 February 1969.
3. In Hong Kong telegram no. 851 of November 1969, they asked whether their application for a grant from CD & W might be prejudiced if they bought Selenia equipment 22 and this was confirmed in FCO telegram no. 738 of 10
November 1969.

No reply to the application for a grant was sent and, as the result of Mr Wilford's letter of 30 January 1970 to Sir H Norman-Walker, the latter sent a full explanation of their reasons for preferring Selenia radar in his letter of 28 February 1970.

In his minute of 2 June 1970, Mr Wilford decided not reply to Sir H Norman-Walker's letter.
The Governor raised the subject of financial assistame for Kai Tak extension in his telegram no. 594 of 7 608 September 1970. He was told in FCO telegram no. 59 of 11 September 1970 that no decision had been come to but we would continue to try to obtain an affirmative response In his reply in his telegram no. 622 of 17 September 1970 the Governor asked for a definite answer and it was suggested to Mr Royle that he should tell the Governor during his visit to Hong Kong in October 1970 that the question is being looked at.
