The purpose of this letter, let me hasten to assure you, is not to revive this subject on which corres- pondence has been outstanding for so long, but rather to bring it to a dignified close. We have received nothing from you now for two years, although I must suppose that the formal position is still that our applications are "under consideration".

You will recall that in our saving despatch No. 197 of 27th February, 1969, we made an application for a contribution from C.D. and W. funds to meet half of the
osts of providing

improved surveillance radar facilities at Kai Tak, involving the installation of a new radar at Beacon Hill and the resiting of $264 at Mount Parker; and a new instrument approach system for Runway 13.
No positive response had been received from you when, on 5th November, 1969, we reported in our telegram No. 851 that time did not allow us to wait any longer for your decision and that we were being forced into the position of having to commit ourselves to the first item from our own resources. In your telegram No. 738 of 10th November, 1969, you indicated that you were proposing to submit our request to Ministers for a final decision.
We have, however, not received any formal notification from you since on the subsequent fate of the application and can only assume that it has been allowed to lapse.

The new radar equipment at Beacon Hill is expected to be in operation during the first half of 1972. As regards the new instrument approach system for Runway 13, we decided at the end of last year to go ahead with its implementation, again meeting the full cost from our own funds: we hope to have it completed before 1973.
