1. You asked me to check whether in exchanges of correspondence with Mr Pao there was any reference to "equipment" having to be of British manufacture.

In the tracts attached (a) from Mr Milburn's letter of 5 May 1971 to Mr Pao and (b) in Mr Madison's (DTI) comment on this letter, it is quite clear that equipment in the context intended by Mr Lee does not need to be British. Acceptance of particular items of equipment is a matter for Hong Kong to decide and Mr Milburn has already told Mr Pao that Japanese manufactured material is acceptable.
3. Except in connection with "classification surveyors" (a point which has been covered separately) Mr Pao's reply of 16 June 1971 to Mr Milburn's letter does not mention British equipment.
