Many thanks for your letter of 5 March about Mr Y K Pao and his fleet.

This is just to say that Mr Pao who is in London again told Mr Royle yesterday that if the Hong Kong Government could meet him on the question of the manning of his ships he would withdraw the other points about crew accommodation, structural specifications, safety requirements and so on. I understand that Mr Pao agreed to write again to you (or to the Director of Marine) to this effect. He will be returning to Hong Kong next week and if you do not hear from him fairly soon, would you please let us know.
