Regret delay in answering your letter of
12 May to Laird. Detached advice from DTI is still
awaited but briefly the position is that
although powers under the Merchant Shipping Act
1970 are sufficiently wide to include action on
nationality rules, relevant section 43 cannot
come into force until necessary regulations have
been made and their preparation is likely to be
a lengthy task even if it is decided to proceed
along these lines.
2. This is no help to you in solving Mr Pao's
long term problem and we are exploring other ways
and means to overcome it, DTI are however in
full agreement with the conclusion in Milburn's
/letter
