2. We are still searching for any previous reference to Hong Kong "going it alone" in respect of merchant shipping legislation. I wonder, therefore, if you would confirm that you are not thinking of Hong Kong Saving Despatch No 95 of 21 January 1970 which was agreed by Secretary of State Saving Despatch No 359 of 1 October 1970 (ie that provisions of the Merchant Shipping Acts not previously extended to the Colony but merely applied, should be re-enacted in consolidated form).
