(e) Fire Fighting Appliances and Life-Saving Appliances.
The necessary Rules have been promulgated under Hong
Kong legislation (based of course on UK legislation).
Although the Governor has the same powers as the Secretary
of State to exempt any ships or classes of ships from
any requirements of the rules for life-saving appliances
it is clear from the Director of Marine's letter that
there is no intention to reduce the requirements for
safety equipment on Mr Pao's ships. As regards particular
items of equipment, the DTI have no objection to the
proposal in the Director of Marine's letter relating to
Japanese equipment.
(f) Radio Equipment,
The requirements in this respect are laid down by
the International Convention for the Safety of Life at
Sea 1960 and have to be met in any country which is party
to the Convention.
The standards set in the UK Radio
Rules are somewhat more demanding;
but they apply only
to ships registered in the UK. As long as the ships
registered in Hong Kong conform to Convention standards
the DTI would have no objections.

4. It was agreed last year that such provisions of the UK
Merchant Shipping Acts which have not been extended to the
Colony, but merely applied, should be reenacted in Hong Kong
in a consolidated form, which would include all amendments to
the Merchant Shipping Act 1894, with such minor modifications
as may be necessary, to apply them fully to the Colony.
