PROBLEM
1.
Mr Y K Pao of the World Wide (Shipping) Group has said
more than once that he would like to register more of his ships. in Hong Kong, but that "the nationality requirement of officers and engineers serving in senior posts and the insistence on their
MOT certification" make it difficult for him, particularly in
view of the shortage of deck officers and marine engineers with the required qualifications, to arrange for more of his ships
to sail "under the Hong Kong colours". In a recent letter
"my considered opinion is
to the Colonial Secretary he wrote
therefore that Government may well consider a complete
relaxation of the manning requirement, meaning the removal
of the nationality restriction and the acceptance of officers
and engineers on the basis of equivalent national qualifications.
BACKGROUND
2. This problem has been under consideration since last September but it was not until March/April of this year that the Hong Kong Government were able to discuss it with r Pao. A useful summary of the present position is set out in the Director of Marine's letter to Mr Pao of 5 May (referred to in Sir Hugh Norman-Walker's letter to me of 12 May).
