As regards a further initiative on a political level, I can only remind you that the FCO have already written a letter to the Governor expressing our interest though so far as I know we are still awaiting an acknowledgement. If any Ministerial visits were planned to this part of the world we could of course suggest that the programme should include a call at Hong Kong but it would not I think justify a special visit, certainly while the outgoing Governor is still in post;
