1. Please see Mr Price's note (folio 26) covering a letter from Mr Rounthwaite, Acting British Trade Commissioner, Hong Kong.

12. I agree with Mr Price's comments and, unless you

feel differently, propose to tell him so.

3. Whether a further report on Hong Kong's transport system is a "delaying tactic" remains to be seen but, in view of Sir L Monson's talk with the Governor and the former's minute at the reverse of folio (24), we are called upon to pursue the matter on 2 August.

4. You will also recall from folio (23) that Mr Blackwell has not yet seen the Governor's reply to Sir L Monson's letter at (14). Mr Blackwell is on leave until

13 November: we have his address but he is not on the telephone. Tours Section DTI tell me that a series of visits covering a period of a month is being arranged for him from 4 October. London ngements will be between 4 and 18 October. I suggest that in addition to raising this and other points with him during this period, it would be useful for him to meet Sir M MacLehose.

On the final paragraph of Mr Price's letter I recommend the truth be told - ie that CRE, DTI has not held any discussions with either the Governor or

Sir M MacLehose but that it is hoped the latter will meet Mr Blackwell in October.
