Since you suggested in your minute of 21 June that we should remind Hong Kong early in August of our interest in this scheme we have received a copy of Executive Council Memorandum No XCC(71)39. It was stated in paragraph 6 of that memorandum that an inter-departmental Working Group under the chairmanship of the Deputy Economic Secretary had been established "to assess whether the Consultants' recommendations are a practical and feasible solution (or part solution) of the movement problem in the years to come". It is expected that it will be about six months before the Working Group's report is available.
2. I agree with Mr Clewley that in the circumstances there is not much point in sending a reminder at this stage. We already have a note that Sir Murray MacLehose X should see these papers.
