DTI and other rolovant Departments were fully aware of the importance of the Hong Kong Mass Transit Project. The closest liaison was maintained on the project with UK industry which was likewise fully alive to its importance.
Such intervention by 10G would be not merely inappropriate but counter-productive. The Hong Kong Government was still in the early stages of its evaluation of the Consultants' Report on the Mass Transit Scheme.

Aid questions wore a matter for ODA.
