He still seems to be more concerned by the financing of the scheme than by anything else and in this he doubtless reflects the anxieties of the Hong Kong Government. Ideally, he says, they would prefer it to be financed by outside institutions, presumably banks although for some reason, which is not altogether clear to me, the Hong Kong Government seem to have taken a dislike to Rothschilds.
He admits that if the Japanese won the contract they would have massive Government assistance and he is convinced, therefore, that if British firms are going to do this job, they likewise will have to be supported by H..G. He was very vague as to how this could be done am I am afraid I am not qualified to make any suggestions.
