I am attaching an extract from the 'South China Morning Post' for Monday 11 January. I understand that it is now proposed that the letter to the Governor should be sent off without reference to other Departments. Whether the attached report is true or not it is clearly important that we should get the letter to the Governor as soon as possible. There is a bag on Saturday which is opened in Hong Kong next Wednesday.
