It is expected that any announcement about this interim scheme will be linked with proposals concerning an increase in the number of special vouchers for UKPH.

In view of the present high level of unemployment, even if the negotiations with the Fest African countries have not been successfully concluded, it is, however, ponsible that the Government may wish to announce an interim scheme referring only to paragraph 1 (ii, and (iii) of the enclosed paper.
