Chronic over population is a problem which faces at least one of our remaining dependent territories in the Pacific; Gilbert and Ellice Islands Colony. Nevertheless, there are no pressures at present for immigration to Britain and we should not want therefore to contest the proposal to reduce in the interim scheme the number of vouchers available for dependent territories As the Paper indicates, the proposed figure of 200, is more than adequate to meet the current demand. Nevertheless, it is important that any interim scheme should be properly understood and I hope, therefore, that before its provisions are announced, adequate arrangements will be made to inform territorial. administrations of the proposed changes.
