I attach our draft reply to Hong Kong telegram 864 asking whether Hong Kong Chinese (ie those who are stateless) will be given an allocation of work permits in 1972 and 1973.
The answer is that permits will continue to be issued to aliens regardless of their country of origin and the DEP see no reason at all to embark.on the tortuous Pather of national quotas.

Our many Chinese restaurants seldom employ
any persons who are not of Chinese race and this is likely to guarantee a continued though reduced flow from Hong Kong.
