I attach for comments a draft brief for Mr Kershaw for the Ministerial Committee on Immigration on 3 May which will consider the Department of Employment's proposals for restricting alien employment.

The draft is based on the fact that the Department of Employment have not formulated any proposals of their own for the announcement and presentation of any restrictions which have yet to be agreed.
