While I have some sympathy with the points made by the Governoy of Hong Kong, the question raised is much more for the Department of Employment than the Home Office, and I understand that the Department of Employment are likely to express objection to the proposal for reasons which, it seems to me, have a good deal of force. What this comes to is that I do not think that I can helpfully express any views, at any rate at this stage. From the Home Office point of view, the issue is not of any real significance, although we are grateful to you for having consulted us.
