3. The difficulty is that unless we are prepared to make a real and urgent issue of this matter (possibly at Ministerial level) I do not think that we can achieve any ing before the Home Secretary's statement this week (probably on Thursday).to which Mr Downing refers in paragraph 2 of his minute. I understand that when that statement is made details of the voucher scheme will appear in Hansard 'and will specify the maximum allocation of 50 per cent for any one dependent territory under the new quota of unemployment vouchers for dependent territories.

In his telegram No 153 (which is not on these files) the Governor asked us to make representations at all levels to try and preserve the existing Hong Kong maximum quota of 300 vouchers per annum. As things are going at the moment, it looks as though we shall shortly have to tell the Governor that the Hong Kong quota of employment vouchers for Commonwealth citizens is being reduced from 300, to 200 per annum;

and that the number of stateless

Chinese, entering this country from Hong Kong for employment purposes will likewise be drastically cut. This is not going to help UK/Hong Kong relations but I doubt if there is anything that we can do about it.

5. On the balance therefore I suggest we await the further information referred to in paragraph 4 of Mr Scott's minute at 457.
