It appears that the Governor is suggesting that Mr. Royle should reply direct to the Kuk, contrary to usual practice and your minute at 12.
But, with respect, I feel that this proposed reply is hardly an answer to the Kuk's letter, the point of which is that the situation in the New Territories is bad, not that Mr. Marriott said so. The feelings of the Establishment in Hong Kong about the apostate Mr Marriott are easily understandable but not relevant here, and I think we should avoid involving a UK Minister in them.
If Mr Royle is to reply direct I suggest:-
"I believe that you have already written to the
Governor of Hong Kong on the same subject and that he has informed you that the District Commissioner, New Territories, is always glad to discuss any specific matters relating to the administration of the New Territories which the Heung Yee Kuk wishes to raise, I do not think that there is anything I can add.'

A similar letter enclosing Mr Marriott's article on
13/2 the New Territories was also sent to me and I enclose a copy of
my reply.
I suggest that Mr Royle's reply might be along the following lines :-

Thank you for your letter dated 9th March 1971 enclosing copies of an article on the New Territories by Mr Marriott.
I believe that you have already written to the Governor of Hong Kong on the same subject and that he has informed you that in his view there is nothing to be gained by commenting on the personal opinions of a former civil servant who has chosen to resign. I agree with this view and do not think that there is anything that I can add.
