I would like to know if there is anything more on record in the Department about the Heung Yee Kuk. I am familiar with the account of the structure on p. 243 of the 1969 Annual Report but I am under the impression from conversations in Hong Kong that its members are hardly representative of the fifth of the population living in the Northern Territories and that there is a good deal of corruption in the day-to-day conduct of its affairs. We don't want to give the "natural leaders" the greater opportunity to grease their palms that would come from membership of the Legislative Council?

2. As regards the last sentence of para. 2 of Mr. Wilford's minute, was this not considered when we endorsed the recommendation that the D.P.W. be a member of EXCO?
