1. The Heung Yee Kuk have now sent to Mr Royle, under cover of the letter at (11), a copy of the newspaper article which was the subject of Mr Rankin's Parliamentary Question dealt with in the attached file HKK 1/15.

The Heung Yee Kuk should, of course, have addressed their letter through the Governor: any reply which is sent to them should be sent through the latter.

B.

Their letter does not specifically call for a reply but I suggest that we refer it for the Governor's views under cover of a Saving Despatch along the lines of the attached draft.
