1.
In our telegram No 740 about your Immigration Bill we bromised to send you the new formal definition of "UK belonger" which was to eppar in on amendment to the UK Bill to be tabled by HMO on 6 October.
2. We have just received the enclosed copy of the UK Immigration Bill (as amended in Committee) together with the amendments to Clause 2 to be moved by Lord Windlesham in the Report Stage in the Lorde. I see from your telegram No 722 that the necessary notice of amendments to your Bill to be issued not later than today (8 October). In the circumstances and because Clause 2 of the UK Bill (with the
porosed amendmento) is most complex, I have thought it best to get these documents to you in the first available bag. I understand that the next bay leaves here tomorrow (9 October) and that it will arrive in Hong Kong on 13 October.
