2. With reference to paragraph 2 of your letter, the

those which have been in existence for several years)

on the freedom of entry into Hong Kong of citizens of

3. As regards paragraphs 3 and 4 of your letter, the Hong

Kong Government is fully competent in its own right

to enact the legislation in question. There is no

Imperial statute which gives a British subject, as such,

either the right to enter a British overseas territory,

or exemption from removal or deportation from such

territory. Nor is a British passport intended to

confer such right or exemption on its holder.
