(a) To implement the overall hawker policy determined by the Hawker Policy Select Committee; to exercise the powers and func- tions of the Council under Section 86(2) and (3) of the Public Health and Urban Serv- ices Ordinance (Cap. 132) and By-laws 4; 5; 6(1); 7(1), (5) and (6); 8(1); 9(3), (4) and (5); 10(1) and (2); 13(2); 14; 15(1), (2) and (3); 16; 21(2); 23; 24(2); 25; 26; 26A; 29(b) and 31(1) of the Hawker By-laws (Cap. 132 [sub- leg]); and to deal with breaches of licence con- ditions by hawkers.

(b) In the light of experience to recommend to the Hawker Policy Select Committee any changes in hawker policy or legislation which may appear from time to time to be desirable.
