(3) Under Section 60(1) of the Urban Council Ordinance and Section 5(1) of the Resettlement Ordinance that the powers and functions of the Council as set out in the second column of the attached Schedule be delegated to the Select Committees shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April, 1972.
(4) Under Section 60(1) of the Urban Council Ordinance that the powers of the Council under Section 59 of the Ordin- ance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:
Provided that each such change shall be reported to the Council at its next meeting."
He said:-Ladies and gentlemen, I rise to move the motion stand- ing in my name as item 4(2) on the Order Paper regarding the terms of reference, appointment of Chairmen and composition of Select Com mittees for 1971-72.
Membership on the various Select Committees and the terms of reference have been agreed by the Standing Committee of the Whole Council.
