Finally, are we right in assuming that the

boat people (totalling ? 100,000) are included in

the figure of 500,000 for squatters in the urban

areas ? During the debate on the dependent

territories in the House of Lords on 12 January

Baroness Summerskill referred to these people,

saying:

"On thequestion of housing, I should like to know

what is being done to house the floating population.

By "floating population" I mean those who live in

boats.

The living conditions of those people who

live in boats in Hong Kong make the homes of those

who reside in the Gorbals area of Glasgow luxurious

by comparison. They are the worst degrading kinds of

slum you can possibly imagine, in which a woman has

to have a baby, bring up a family andconduct her

life. What is being done about this in our prosperous

Crown Colony Are we facing up to the problem ?
