Meanwhile, I would advise that the reply to the Governor's latest letter should be on the lines of the attached draft; this picks up points which must be cleared up before we can submit a report to Mr Royle.
8. The Saving Despatch about the dependent territories debate, referred to in the last paragraph of the draft letter to the Governor, has not yet gone but I intend to deal with it today.
