The proposals are the outcome of some five years
deliberation in Hong Kong and their formulation has
clearly presented the Governor and his advisers with
considerable difficulties. During the visit of Mr Royle and Sir Leslie Mensen to Hong Kong last
October 1979, it was agreed with the Governor that the
proposals should be referred to us simultaneously with
their circulation to the Executive Council and this the
Governor has done.
