RECOMMENDATION

11.

Despite the disappointingly restricted nature of the

additional functions to be accorded to the Urban Council under

the Governor's proposals, the new financial arrangements envisaged

will at least give an opportunity of seeing whether the Council

can and will face up to responsibility in the efficient performance

of its proper functions. A draft saving despatch is attached

for consideration.

This may need amendment in the light of any

discussion with Sir D Trench.when he is here tomorrow.
