Greater financial responsibility to be given to the

Council which will have its own rate to meet recurrent

expenditure and which will be required to meet capital

expenditure by borrowings on the open market

(paragraph 8(f)).

(v) The Council to be free to elect its own Chairman

(paragraph 8(g)).

(vi) Provision to be made for the proceedings of the Council

to be conducted in Cantonese as well as in English

(paragraph 8(h)).

(vii) The number of elected and nominated Unofficial Members

to be increased in each case from 10 to 12

(paragraph 8(i)).

(viii) All Official Members to be removed from the Council

(paragraph 8(j)).

(ix)

Consideration to be given to amending the Council's

Standing Orders in an attempt to end the present

anomaly whereby the Council can discuss any subject

whatever whether or not it falls within its purview

We in the Department would not wish to quarrel with any of

the above proposals but certain of them have aspects on which the following comments may be helpful (references are to sub-paragraphs of paragraph 8 of the memorandum):

Clarification of Urban Council's Role:

(a) and (1). These two sub-paragraphs are clearly aimed

at restricting the deliberations of the Urban Council to matters

within its own sphere. When combined with the proposal to
