The proposal to clarify the Council's

role by closely defining its functions,

coupled with the intention to remove all

officials from its membership will, I

suggest make it correspondingly more

important to continue exploring every

possibility of broadening the basis of

unofficial representation on the

Legislative Council.

I note that your Executive Council

advised that the earliest date for

introducing the scheme would be 1 April

However, in view of the length of

1973.

time that has elapsed since the Urban

Council produced its first report I hope

that every effort will be made to

introduce the new arrangements in April

1972 as originally proposed.
