(h) the Public Works Department will continue

to build, and Government pay for, abattoirs, incinerators, crematoria and other highly technical installations where there is agreement that these are required. (Paragraph 27);

(i) the Urban Council will continue to work

through the Urban Services Department and will bear the cost of the departmental staff provided. (Paragraph 21);

(j) the Council will be free to select its own Chairman either from within or without the Council. (Paragraph 11);

(k) officials will cease to serve as members

of the Council. (Paragraph 13);

(1) four extra seats in addition to the

present seats for unofficial members, 9 (two elected, two appointed) will be created making the membership twenty four. (Paragraph 14);

(m) in future the Urban Council's Standing

Orders will be subject to the approval of Legislative Council. (Paragraph 16);

(n) Council members appointed to serve on

official Committees will normally do so only on a personal basis. (Paragraph 18);

(o) the present franchise will be substantially

retained. (Paragraph 19);

(p) it is proposed that the new arrangements

should come into effect on 1st April 1973. (Paragraph 32).
