it is not intended to enlarge the franchise (which

already includes all ratepayers and a wide range of persons with educational and professional qualifications);

it is not intended to introduce automatic registration;

the franchise will be withdrawn from persons living in the New Territories;

various details not listed separately above will have to be discussed, particularly financial controls, audit, the Governor's powers of direction, the com- pletion by Government of various items in the Public Works Programme, investment of reserve funds, appointment of staff, approval of fees, etc.
