LOCAL GOVERNMENT IN HONG KONG

1.

I mentioned to you the other day that at our meeting with Mr Royle last Monday afternoon he asked that a further communication be sent to Hong Kong enquiring when we could expect to receive the proposals for the reorganisation of the responsibilities and functions of the Urban District Council.

2. Sir H Norman-Walker mentioned in a recent letter to Sir L Monson that these proposals would be with us shortly. The letter was, I think, about the new Commissioner for Labour. Mrs Hall will be able to show you a copy of that letter. We shall have to mention this question to the Governor when he is here the week after next.
