URBCO GETS NEW POWER
HE Government today announced sweeping changes in the Urban Council which
bers.
There will be no more Official Members.
Instead, there will be 12 elected members and 12 Government- nominated members, as against 10 elected and 10 nominated, or of- ficial, members at present.
This council of 24 will elect its own leader who will be the chairman not Hongkong's first Lord Mayor.
The "new" Urbco will have more power but nothing compared with what Councillors themselves asked
for in 1969.
New powers include:
AUTHORITY for more licens- ing functions liquor licences, cinemas, bowling alleys, skating rinks, billiard saloons, barber
shops and table tennis saloons. (Police will retain licensing of pawnbrokers, mahjong shops and dance halls, because these all need careful supervision.)
