2. EDUCATION

Phase I

The management of Government primary and secondary schools in the urban area should be placed under the control of the Council in this phase, with the Director of Education as a member of the Council to answer questions on matters concerning education policy and planning. The Council should also have representation on the Board of Education. Two members should be appointed by the Council to serve on the Board.

3. Social Welfare

Phase I

The management of all aspects of Social Welfare Department in the urban area should be placed under the Council in this phase, with the Director of Social Welfare as a member of the Council to answer questions on all matters on policy and planning.

4. Traffic and Transport

Phase I

Policy, planning and management of all multi-storey and open-air car parks should come under the Council in this phase. The Council should also have representation on the Transport Advisory Committee or any other authority which might be set up to deal with roads, traffic and transport. Two members should be appointed by the Council to serve on the Transport Advisory Committee.

Any transfer of responsibility for educational policy or the management of schools is considered to be inappropriate.

The need for close integration of the Department's work with that of other agencies (achieved through the Hong Kong Council of Social Service), and the existence of the Social Welfare Advisory Committee indicate that work in the field should continue under present arrangements.

No change to the Council's existing function of managing multi-storey and open-air car parks.
