Official Members-

All Official Members should come off the Council. How- ever, heads of departments coming under the jurisdiction of the Council should attend meetings as advisers or as co-opted members as may be desired.

Elected Members

10 members in this phase

should be elected on a ward basis.

CHAIRMAN

The Council should have complete freedom in the selection of its Chairman. In the initial stages it is possible that the Director of Urban Services might be elected Chairman. Within one or at the latest two years, and certainly before Phase II, the Council should elect an un- official Chairman. The Chair- man should assume the title of "Mayor".

The Council should be allowed to choose its Chairman and Vice- Chairman. The title of the Chairman should remain the same.
